What Does "Not Disapproved" Mean?

On your 77R, State Police just couldn't find a reason to say "no" on your application, hence the "not disapproved" status. Just as in court - the prosecution failed to provide sufficient evidence for the jury to find you guilty. It doesn't you aren't guilty, just that they failed to prove it.
